The United States Congress passed the Health Insurance Portability and Accountability Act (HIPAA) in 1996. The purpose of this Act was to improve the efficiency and effectiveness of the healthcare system through the development of health data standards and to establish standards and requirements for the transmission and storage of electronic health information.
